Answer:

Felipe Enrique Neri, Baron de Bastrop.

Step-by-step explanation:

Moses Austin was the first man to bring and use Spanish Texas as a settlement, becoming one of the earliest American settlers in modern-day Texas. Even though his dream of making Spanish Texas a successful settlement, he was known as the patriarch of the Anglo settlement in Texas.

Along the process of getting the permission to start the settlement, and make it a success, Austin was denied permission by the Spanish governor. At that, he got the help of a Dutch businessman and landowner Baron de Bastrop. He helped Austin petition for the settlement and also acted as his interpreter.
