I don't think that high school students should be required to spend 3 hours a week volunteering. This is because for a person to grow they need to have the motivation and drive to volunteer. They also need to not have it become a requirement, because then they will feel like they don't want to volunteer on their own.

When someone volunteers, the whole point of volunteering is to purposely offer up your time for a task, usually with no reward. People might feel a time where they want to help out, and that motivation can make somebody grow into a better person. The drive to volunteer will usually come from either seeing others volunteer, or just a moment where they want to help others.

If volunteering became a requirement in high school, then more and more students will most likely get sick of it. Being forced to do something doesn't make high schoolers happy, especially if its working for no rewards. They might get upset, or not even show up at all, just because it seems like free labor for others, when the students don't get a choice in the matter.

In conclusion, volunteering is something that people, especially students, need to decide to do on their own. Not volunteering doesn't make you a bad person, but being made to do it will dissuade people from wanting to do it in the future.
