Why did terrorism spread after World War II?

The war destabilized multiple continents leading to unstable governments with loose control over governed people. With the start of the Cold War and polarization of the communist and anti-communist social conflict, many ideological groups funded by larger stronger governments such as the USSR or USA rose up in rebellion against their governments.
