Hi :)

Use the distributive property to multiply 7 by x−8.2
7x −57.4 = 3x+19

Subtract 3x from both sides
7x−57.4−3x =19

Combine 7x and −3x to get 4x
4x−57.4 =19

Add 57.4 to both sides
4x= 19+57.4

Add 19 and 57.4 to get 76.4
4x =76.4

Divide both sides by 4.
x= 76.4/4

Expand
76.4/4 = 19.1

by multiplying both numerator and the denominator by 10
x= 764/40

Reduce the fraction...
764/40 = 19.1

...to lowest terms by extracting and canceling out 4
x= 191/10
=19.1

Hope this helps :)
