Explanation:

given:

y = -2x + 3 ---- eq 1

and

-3y = 6x + 15 --- eq 2

We can rearrange equation 2 such that it looks like equation 1 for easily comparison by dividing both sides of equation 2 by -3

y = (6x+15) / (-3)

y = -2x - 5 ------eq 3

recall that for a linear equation in the form y = mx + b, "m" represents the slope of the equation.

In our case we can see that by comparing equation 1 and 3, that both equtions have the same m value (i.e. m = -2)

since both lines have the same slope, they are parallel.
