Each vertical line drawn through the graph will intersect a function in only one location.

This is another way of saying that for any input x, there is exactly one output y. If you had a vertical line cross through a curve at multiple points, then this would mean that x input produces multiple y outputs, and we won't have a function. A function must produce one output whatever the input is (assuming the input is in the domain of course).
