Answer:

y=1/2x-3

Explanation:

starting at the origin, you go down 3 to reach the line/point, hence the -3. Then you go up 1 over the right 2 to get reach the point, hence the 1/2.

It would not be negative 1/2 because we didn't go down 1 to the right.
