According to the ideas of Locke and Jefferson, libery and order can coexist in the social contract. In fact, the very objective of the social contract is to balance both things.
Liberty is a natural right to all people, and people agree to the social contract in order to have their liberty protected, and also in order to be able to excercise such liberty. Order is established by having a government that keeps people from infringing other people's rights.
