Potential energy is turned into kinetic energy. Potential energy itself is determined by the position and forces on an object. Kinetic energy is based on the velocity of the object. So when an object sitting still is moved, the potential energy is quickly converted into kinetic energy because it is moving with a velocity.

A ball sitting still on a shelf will have a huge amount of potential energy because we would consider the reference point to be the ground. There is a change in height from the top of the shelf and the ground, but there is no velocity
