x = (1/4 × 1) ÷ (1/2)

x = 1/4 ÷ 1/2

x = 1/4 × 2/1

x = 2/4

x = 1/2

∴ 1/2 of a teaspoon of pepper is required for 1 teaspoon of dried basil.

Hence, he should use 1/2 of a teaspoon of pepper.
