Answer:

It was changed due to the Anti-federalists wanting state rights and other rights they deemed very important that they didn't want to have taken away. for that reason they wrote the bill of rights. The most influenced part was the 10th amendment that says "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."
