The side length of the larger pentagon is 3, but the side length of the smaller pentagon is 2, so the scale factor is 2/3.
After this. we want the points that stick the farthest out to map onto each other, so they need to have the same y coordinate. So, translate down 2 units.
Finally, reflect over the y axis.
