y = -3/2x + 11

Explanation:

2x - 3y = 21 => 3y = 2x - 21 => y = 2/3x - 7

Perpendicular lines have slopes that are negative reciprocals of one another

so slope of perpendicular line is -3/2

y = mx + b

y = -3/2x + b

Using (2,8)

8 = -3/2(2) + b

8 = -3 + b

b = 11

y = -3/2x + 11
