Should the wood be touching the sanding belt when you turn on the machine?​

From a safety standpoint, no.

Let the sander come up to speed, inspect the belt tension and tracking.
Bring the woodworking piece up to the sanding belt and apply appropriate pressure.

Repeated passes are better than trying too much pressure in effort to reduce time on task.
