Being able to inform people of the changes you want to be implemented is a great way of getting them on board with your cause. Once this is done it will become much easier to be taken seriously by the government which in term will make it easier for these changes to be considered and implemented. This is all done using the six steps of social marketing which are analyzing, development, designing, testing, implementing, and lastly evaluating.
