y = -4x + 1

Explanation:

y = -4x + 3

Passing through point (3, -11)

y = mx + b

-11 = -4(3) + b

-11 = -12 + b

b = 1

Use b from above to make new equation of line going through given point (3, -11)

y = -4x + 1

Original: y = -4x + 3

One that pass through given point: y = -4x + 1

The slope is -4 in both equations so they are parallel.
