My answer:

Clinton was successful in getting a tax bill approved that increased the tax burden on the wealthy. And at the same time, the economy expanded rapidly. He had signed the North American Free Trade Agreement which had helped eliminate the trade barriers on most services passing between the U.S, Mexico, and Canada. He also got family leave laws, poverty reform, and assault weapons banned, all of which worked to some extent.
