x=-40, y= -5 the quotient of x and y ie x/y = 8

Explanation:

we first have that when -4 divides x we get 10, thus x must be -40, simmilarly we have that 10/y = -2 thus y= -5 , therefore y=-5, their ratio or quotient is simply -40/-5 = 8.
