Using the rules of exponents, we can take 3^4 / 3^9 and combine the exponents using the the same base.
3^(4-9)
= 3^-5

Move the 3^-5 into the denominator and expand.
1 / 3^5
= 1 / 243

Your answers are (1 / 3^5) and 1/243.
