(I think this is going to be a dumb question but, yeah. Here ya go)

Are the needs of the whole nation more important than the needs of each state?

Answer: Yes the needs of the whole nation is grater than that of the state because the nation is bigger and therefor needs more.

I believe so. In the end, it kinda comes down to opinion, but the overall needs of the nation have to serve a lot more people, so they are usually given priority over individual states. Some proof of this is that the nation's budget is much larger, and national elections are much bigger. (not a dumb question at all)
