Is it a complete sentence or a fragment? The piece of parchment paper that I found in the drawer. I'm 99% sure it's fragment, but doesn't it have a subject and verb, (so it's a sentence) am i right?

Im pretty sure its a fragment because it is not a complete thought. It kinda leaves you hangin.
