Roosevelt explains that the main thing everyone had to face was fear itself. He provided this explanation to show the reason that fear could prevent them from progressing when they already should've done so. He provided words as shown in the text as "revive" to provide a relief that they are still able to endure and come out of the darkness they were in. We now can see that Roosevelt is both "logical" and "sincere" about what everyone was trying to fight through, and how they could overcome those obstacles and pitfalls.
