Based on the passage, why did Kaasen decide to
continue the relay instead of waking Rohn?

When they reached Port Safety, where Rohn was waiting,
Kaasen did not see the light that usually signaled that a
musher was inside. The storm had destroyed all of
Nome's telegraph communications, so Kaasen did not
know that the Town Council had called a temporary halt
to the relay. Kaasen was not sure what to do - to stop or
go on. At last he decided that even if Rohn was inside, he
must be asleep. It would take him precious time to dress
and harness his dogs. Balto and the team were going well,
the weather was improving, and Nome was now twenty-
five miles away. Kaasen decided to keep going.
