In some ways yes in some no, being a American citizen can just entail you doing your normal duties such as voting or obeying laws. But in some cases helping outside of the country can be apart of being a American citizen! Like if a group of scientists went to a jungle to do research and they were hired by the government to do so then that can be apart of being a American citizen!
