This is the idea that if a = b, then a*c = b*c for any real numbers a,b,c

It allows us to multiply both sides by the same number.

In this case, we multiply both sides by 5 to get

x/5 = 13

5*(x/5) = 5*13 ... multiplying both sides by 5

x = 65
