First, she can take out the rocks by hand. Then, she should leave the sand and water to settle. Last, she should take a cup and slowly pour the water into it (because the sand has settled).

Maybe first, she can just grab the rocks. Second, she can use a strainer to separate the sand from the water and then just leave the water in the bucket and keep the rock and sand in 2 different buckets
