Answer:

2nd restaurant

Explanation:

Provided first restaurant uses 5 quarts of soup, and that total of 5 quarts of soup is equally divided in 20 bowls.

So each bowl has =
(Total\ quantity\ of\ soup)/(total\ number\ of\ bowls) = (5)/(20) = 0.25\ quarts\ in\ each\ bowl

On the other hand the second restaurant uses 7 quarts of soup for 25 bowls.

Quantity in each bowl =
(7\ quarts)/(25\ bowls) = 0.28\ quarts

Since the quantity of soup is more in each bowl of second case that is 0.28 quarts, it serves more soup.
