If a number has a repeating pattern does that mean it’s rational ?

Answer: Yes

For example, 0.56565656... is equivalent to 56/99

Any time you have a repeating pattern in the decimal digits, the number can be written as a fraction of two integers. Any repeating decimal is rational.
