human hands are very good at acquiring charge; however, a little bit of moistire or sweat stops this effect. why is this?​

The person above could be right but it is most likely because our hands produce friction when we rub them, this creates heat energy. When our hands are wet we cant produce friction with them, our hands will just slide. Therefore there is no energy being created.
