$-1=(2k+1(-3))/(k+1)\\-k-1=2k-3\\2k+k=-1+3\\3k=2\\k=(2)/(3)\\so~ratio~is~(2)/(3):1\\or~2:3$

$(-12)/(5)=(2(0)+3(-4))/(2+3)\\or~-12=0-12\\-12=-12$
