How did the idea of a Presidential Cabinet develop under Washington?

Washington created a cabinet-style government, a concept not in the Constitution, based on the experience of using a close circle of advisors in his war councils during the Revolution. President George Washington developed the Cabinet system by asking the heads of the existing three executive departments and the Attorney General to meet with him on a regular basis to discuss issues of importance and to report on their department's work.
