Is referring to the ‘noble aims of the nation’s architects’ a condiment or insult?

It would surely be a compliment. Architecture works to better the lives of the people of its nation, architecture creates spaces for people to work, live in, spend free time in, etc...
Therefore, architects having noble aims is a very good and respectable thing.
