Answer:

D. 96

First we can express in numbers how many students are freshman :

(28:100)=0.28 (percent into integer)

Then we multiply this number with 1600

1600*0.28=448 (this is the number of freshman)

Now we do it again with the number of juniors

(22:100)=0.22

1600*0.22= 352

Now we only subtraction these two numbers

448-352= 96

So we now know that there is 96 more freshmens than juniors
