f(x) = -1 (x-9)^2

Explanation:

To translate left or right, you must modify the x directly. As in (x-9). If you wanted to move it up or down you would do X^2 ± n, not directly modifying the x.

as well as, you are essentially making a new "zero" through this translation to (-9,0). i'm not sure if you're at that yet though.

as for the translation over the x axis.

when y is negative(or opposite), you have translated over the x-axis.

when x is negative(or opposite), you have translated over the y-axis.

Since you are doing the exponents, then the parenthesis, and then multiplying -1 last (by pemdas) you are ensuring that f(x), the output, or y, is always opposite or negative.
