The major struggle between all of the colonial states was how they would be represented. States like Virginia wanted a system in which votes were cast by population, so big states had much more power than a small state such as Rhode Island.

By doing this, they implement the House of Representatives (a system in which bigger states have more power) and a Senate in which each state, regardless of size, had only two representatives. This extended power in both directions and suited peoples needs.
