B. Yes the price every year are proportional to each other because for every value I got the number 15. I divided 1,260 by 84 and got 15. I divided 1,050 by 70 and also got 15. I finally divided 1,395 by 93 and I also got 15. So, this is my explanation on why all 3 values are proportional to each other.

C. The constant of proportionality is, 15. The constant proportionality tells us how much money the school wastes on each student.
