Putting the value of x in
(8^(x) )/(2^(y) ) gives :-


(8^(y+12)/(3) )/(2^y) = (2^3((y+12)/(3) ))/(2^y) = (2^(y+12) )/(2^y) = 2^(y+12-y)=2^(12)

You can re-write the fraction as:
((2^3)^x) / 2^y

Rule for dividing powers gives us:
2^(3x-y)

But we know 3x-y=12, so answer A
