As we know, Area of a square can be represented as :

\qquad \sf  \dashrightarrow \:a = s {}^(2)

now, we have been given that area of a particular square is 16 square feet. so, let's calculate its sides


\qquad \sf  \dashrightarrow \:s {}^(2) = 17


\qquad \sf  \dashrightarrow \:s = √(17)


\qquad \sf  \dashrightarrow \:s \approx4.12

so, the closest value is : B. 4.1 feet
