The tenements were not designed to be safe or comfortable for the people living in them. They were built in order to make room for other businesses, so everyone was squished into one large room that was separated into smaller ones. They didn't care if there was limited ventilation or light as long as they could fit as many people as possible. This led to the spread of diseases and other illnesses.
