The Ease of Access can be found in the Control Panel by selecting Windows logo key+U and also when logging into Windows. The Ease of Access Center includes quick access to common tools. Start Magnifier, On-Screen Keyboard, Narrator, and High Contrast quickly. It is very useful if you want to do stuff quickly.

To find the Speech Recognition Center, Open the Start menu, and select Control Panel. This will open up the Control Panel in a new window and it will be organized by icons of by categories. If organized by icons select the Speech Recognition icon located in the lower right hand side.

Both of these are accessed in the section of EoA.
