Answer: c. The government and the educational system

Step-by-step explanation:

Confucianism has had a turbulent history in Japan. After its introduction to the Emperor from Korea, it gained prominence but soon lost it and was mixed with other Japanese beliefs at the time.

It however continued to spread due to the influence of some schools and monasteries that thought it intellectually stimulating. This spread increased intensely when Korea was invaded by Japan in the late 16th century and discovered the newer variants of Confucianism.

After some time the Government gave patronage to the teachings and funded schools where Confucian ideals were taught therefore leading to the ideals spreading.
