If you are aguing in favor: Why not get the 16-year olds involved early so they feel as if they can shape the future of the community-- or nation-- where they will live out their lives? They have a greater stake in the outcome, so their opinions and votes should be counted.

If you are arguing against: How can you trust a 16-year-old to understand the issues when they can hardly understand the directions on their assignments? Life is still a game to them. They'll vote for the celebrity, not the intelligent leader they can hardly understand.

Explanation: Pathos is an emotional appeal.
