Explanation:

Move the 1 on the left to the right

This would result in

(2x - 7)/4 = 1 + 3x - 4

Solving this would result in

(2x- 7)/4 = 3x - 3

Move the 4 to the right

Solving this would result in:

2x - 7 = 12x - 3

Now, it is just basically solving for x

2x - 12x = -3 +7

-10x = -4

x = 0.4
