Explanation:

The formula of vertex form is as follows:

Y = a(x-h)^2+k

h = the x value for the vertex (in this case it is 4)

k = the y value for the vertex (in this case it is -1)

If you input these into the equation you are left with:

Y = a(x-4)^2-1

To find 'a' I just entered this equation into the Desmos calculator and messed around with the value until the y-intercept was (8,3)
