3x-2y=-16.......................

6y-1.5x=8
multiply both sides of the equation by 10
60y-15x=80
divide both sides
12y-3x=16
use the commutative property to reorder the terms
-3x+12y=16
change the signs on both sides of the equation
your answer will be : 3x-2y=-16
