-2x+4y=0 is a function as it maps one x value to just one y value.

-2x+4y=0 can be rearranged to turn it into a linear equation:

-2x+4y=0

4y=2x

y=x/2

Since this equation is a line (see in attatched graph) and every x value has just one y value, it is a functuon.
