For a democracy to be successful, and this is why many fledgling democracies fail, it has to have professional civil service, a strong and well-defined, well-developed constitution, and the trust that their elections are fair and free. These governments also have to prove to their people that the government can work, and is efficient at doing their job and providing for and protecting their people. The press needs to be free, so that the government can be accountable for its actions. The people need to be able to criticize the government, that is speech is relatively free, without fear of restriction or punishment.
