For the first one,

5(8)<39

40<39, which is not true

For the second one,

8/2 ≤ 4

4≤ 4, which is true

For the first question we are given
5k < 39 and to solve for k that means that we will need to divide 5 from both sides. This would remove the 5 from the left side and that would end up with us dividing 5 from 39 giving us
k = (39)/(5)\ or\ 7.8.
k=8 wouldn't work because that doesn't fulfill the expression

For the second question we are given
(k)/(2)\leq 4 and to solve for k that means that we need to multiply both sides by 2. This would remove the 2 in the fraction from the left side and that would end up with us multiplying 4 by 2 and giving us
k\leq 8.
k=8 would work because we have that k is less than or equal to 8 including 8.
