Explanation:

If there are 28 students and 7 are wearing blue shirts then the number of students wearing red shirts is 28 - 7 = 21 so 21 students are wearing red shirts.

That means the ratio of blue shirts to red shirts is 7:21

That also means that for every student wearing a blue shirt, 3 were wearing a red shirt.

We get this because 21/7 = 3 and 7/7 = 1
