3x = y - 5 ( add 5 to both sides )

3x + 5 = y ← in slope- intercept form

with slope m = 3

9y = - 3x - 9 ( divide all terms by 9 )

(1)/(3) x - 1 ← in slope- intercept form

with slope m = -
(1)/(3)

The product of the slopes of perpendicular lines = - 1

Thus

the slopes are not equal, thus not parallel lines.
